According to KGBT Melissa Torrez spotted Mario Cardona dragging his German Shepherd behind his motorized scooter.
When she confronted Cardona, he said "mind your own business, it's my dog, I can do whatever I want".
Torrez quickly took some video, sent it to the police and posted it on Facebook where it quickly went viral.
